eBay - Buyer Beware of Haili Telecom

Scams, Fraud & Ripoffs — admin on June 13, 2007 at 12:52 pm

I love eBay - having been a member since 1998, I have had a number of great buying & selling experiences. My experience with Haili Telecom wasn’t one of them. These guys have reached a new level of deceptive advertising & seem to know the eBay & Paypal systems quite well, using the system to screw consumers. The following emails chronical my experience after winning Item number: 120121556908:

 BRAND NEW (3RD GENERATION)8GB* 1.8” LCD MP3/MP4 PLAYER

Me: Hi There - got the unit, which is great, but the tech support url
http://www.home.netvigator.com/~hintlam does not work. Please advise

Haili: Hi, you can try http://home.netvigator.com/~hintlam or http://www.mympxplayer.org, thanks.

Me: Hi There - Please explain how an item marketed as: MP3/MP4 PLAYER can’t play mp4’s. I am having quite a difficult time getting the avi converter to work (missing codecs) & am somewhat frustrated & disappointed as I already have an mp3 player & purchased this for the video capability :(.

Haili: Hello, a MP3 player refers to a music player, and a MP4 player refers to a video player. You need to convert all video formats to AMV format first as clearly stated in the video section of the eBay item description page. And if that’s not what you expect, please return your player to the following address for a refund:Heqi Sheng
155 Zhi Dan Lu
Hong Kong Ge 3/F B
Shanghai, 200065, CHINAPlease let me know again as soon as it’s shipped, thanks for understanding.

Me: Actually, MP4 refers to a file format and one would expect an mp4 player to play the mp4 format. Also, when one sees 8GB, one expects an 8GB drive, not a hacked drive: http://www.mympxplayer.org/image-vp29234.html This is misleading, at best - fraudulent at worst. I don’t think that I should have to pick up the shipping expense. What do you propose?

Haili: No problem, please return your player to the following address by using the cheapest (no more than $10) available airmail from your local post office for a full refund plus a reimbursement of the return shipping fee:Heqi Sheng
155 Zhi Dan Lu
Hong Kong Ge 3/F B
Shanghai, 200065, CHINAPlease let me know again as soon as it’s shipped, thanks.

Me: As you know, it is not possible to ship this back for $10. Is was returned the exact same way that it was sent - the cost was $28.00. I expect a full refund of $72.38, which includes shipping. Both of us could have saved time money & hassle if you had simply listed the item correctly & not deceptively.

Haili: Nope, that’s not true at all, how much do the post office charge per oz for the cheapest airmail? 100% of my US customers return the package at no more than $10, unless you use the Global Priority Mail, or Global Express Mail that I never recommend you to use.

Me: Not true according to the post office. You created this problem. If you had not run a deceptive ad, there wouldn’t be a problem. I will not let this go. Failure to reimburse in full means that I will press eBay and Paypal both to shut you down - no kidding. You should not be allowed to continue to cheat buyers.

Haili: Have you returned your player yet? I’ll issue you a full refund (every single penny that you directly paid to me) as soon as your return package comes back.

Me: It’s on its way - USPS ED762196479US. I have not contacted eBay yet, nor responded to their cancelled transaction inquiry, in the hopes that we could resolve this. If the full $72.38 which includes shipping is refunded, I am a happy customer & will go away - no fear of Neg

Haili: Hello, our record indicates that we had already issued you a full refund, that’s every single penney that you paid to us, thanks for understanding.

Me: This is your last chance - I am done playing games. You have not issues a refund for the freight. Either I see a $28 credit for the shipping, as agreed to in the last email, or I go nuts with eBay & Paypal. My neg feedback will be very clear and precise pointing out your scheming ways. You have until Sat eve to send a $28 payment to paypal address: XXXX@XXXXXXX.com. You have tested my patience enough. I will not accept being ripped off by your deceptive advertising. If you think I’m kidding, you have a rude awakening ahead. This is my last email to you. From here on in its eBay, Paypal & the US Postal service. Postal Fraud is a federal crime in the US - thanks for using the USPS.

Haili: Haha, this is so funny, I’ve already issued you a full refund through PayPal, so there’s really no way for you to open any PayPal disputes, because I’ve already returned every single penny that you paid to me through PayPal. And for eBay, I’ve already issued you a full refund too, all you can do is to leave me a negative feedback, and I don’t care, I’ll leave you a very negative feedback in return for sure, because I’m a very MEAN guy. This is a eBay approved listing, everything is clearly listed, including the capacity, the warrany and return policies, so I’m fully protected. Postal Fraud? hahahahahaa!!! Ok, ask them to come arrest me in China, lol

——————————————————————————————————

Ha Ha Ha - yeah, real funny Sheng. I guess you showed me. I wonder if eBay & Paypal see the humor in this?

The Problem with eBay feedback

Many scammers get away with selling on eBay due to their ability to post retaliatory negative feedback against the buyer.
Next, they attempt to get the legitimate negative against them withdrawn. I have never understood eBay’s reasoning for allowing this, and I’ve never let this lousy policy get in my way in exposing scammers.

Here’s the latest email from hailitele - the self described “Mean Guy”

Haili: Hello, I had issued you a full refund already through PayPal, you can log in to your PayPal account to verify the refund, so please withdraw the negative feedbacks that we left to each other.

He completely ignores the issue that I am out $28 in shipping due to his misleading ad. True to his word he left negative feedback. Take a look at all of hailitele”s “neutral” feedback. This would likely be all NEGATIVE feedback, if only these poor buyers didn’t have to be worried about being screwed a SECOND time by this clown - in the form of him leaving THEM negative feedback.

His negative feedback against me is actually quite humorous, as follows:

Very unreasonable buyer, with no response to email, not willing to communicate!!

Hmm… based upon the above emails, how much more communication does this guy need?

You can read about more eBay Sellers Selling Hacked Players at: http://www.mympxplayer.org/146-ebay-traders-reported-as-selling-hacked-players-vt3556.html

Update- June 25, 2007 I continue to get daily emails from this guy looking to remove the negative feedback, so I sent this email in response:Me: I’m just waiting for the $28 credit. I’ve been trying to resolve this since day 1. By the way - how many people do you suppose read a blog, without ever bothering to comment?
Haili: Go head and remove the feedback, and I’ll pay $28, if not, just ignore this email. I mean what I said. Yeah right - based upon his behavior up to this point, why wouldn’t I believe that? Then I got a couple more interesting follow ups:

Haili: By the way, I really don’t know how many people have read your blog, but I only know that I have 6 eBay accounts and I’m selling over 1300 units just on eBay everyday, plus 400-500 units from my other websites such as http://www.hailitele.com, hope you will get real.

and…

Haili: I have a team of over 50 pple working here (full time) day & nite for me, and if you think that you can affect my sales for just creating a blog, well, I’m sorry to tell you that your idea is too silly, that won’t work. It will really lucky if you can get 20 pple reading the stupid thing daily, lol, but the thing is, I’m selling over 1200 units just on eBay every single day! So what’s the point? I hope you understand what I mean.

So…

It looks like Haili is a LARGE SCALE SCAMMER and proud of it. Funny how someone who doesn’t care about this blog or negative feedback is so anxious to get the feedback removed. It is clear that negative feedback hits this guy in the pocket book. If you have been scammed by him PLEASE take one for the team.

Leave negative feedback, reference this blog post: http://www.nnim.org/?p=1 and DO NOT REMOVE IT!

If you have been saved by this blog, please LINK to this page, so others can find it.

It also looks like this guy has thrown down the gauntlet and says that this blog alone won’t have any affect on his sales. So… I ask you my dear readers, just what can we do to get this guy’s attention? More importantly, what can bedone to get eBay’s attention, to ban these products and end retaliatory negative feedback?

Update: June 29

The requests to withdraw the negative feedback continues:

Hali: Hello, please withdraw the
negative feedbacks that we left to each other, so I can process you the $28
refund.

Me: Hmmm… this would really be out of
character. Here’s what I think will happen: I withdraw the neg & you laugh at
what a gullible dumbass I am for doing so. Tell you what - I’m the one that has
actually followed thru with my promises. Just do the refund THEN I will deal
with the neg F/B.

Hali: I mean what I say, if you don’t
believe my word, it means you don’t trust me at all, that’s no point to continue
the conversation, I’m really mad this time.

ROTFLOL - Now why would I have a reason
to distrust this guy? The level of Hubris that this guy operates with is
breathtaking! Now im making HIM mad - WTF?

Update 7/12/07

After I exposed the standard retaliatory feedback:

"Very unreasonable buyer, with no response to email, not willing to
communicate!!"

Haili has now come up with
a new tack:

  • There are 2 drives, 1 is 0.98MB and another 1 is 7.99GB, please double
    check!

I have to commend this scammed buyer, who actually understands the hack &
replies:

"A compressed 8GB of files on 1GB flash is still only 1GB of memory. I feel
duped"

I also wish this buyer had NOT withdrawn his negative feedback. He really
should have taken one for the team to bring this clown down.

Partitioning & compressing a 1 Gig drive to appear as 8 Gig is MISLEADING and
in my opinion fraudulent!!! This guy counts on you to remove the negative
feedback & is relentless in his requests - PLEASE DON’T DO IT! Until his
feedback suffers he will continue to ripoff buyers.

  2. Thanks for posting this. Even though these “mp4″ players are listed as 8 gb on ebay I knew that was unlikely. I was hoping it would be 1 gb though. Mine is only able to accept about 500 megabytes. If you know how to get them to load 1 gb let me know.

  4. I agree that the listing was deceptive (for future reference, if there is an “*”, find what it is referring to). But, I believe that your post office ripped you off if they wouldn’t let you send it back for $10. I checked the cost of returning mine, and it was $21 for international priority, and $10.15 for first class international. I can live w/ a 1 gig player w/ and FM tunerfor $40, though, so I didn’t send mine back.

  7. I also got one of these players and they are crap. I paid $60AU for mine. He is very misleading. I complained and he said I could return it if I wasn’t happy for a full refund. I said that would be cost prohibitive and asked to be refunded half the cost of the player as that is what I can get one for in stores here in Australia. He said he would refund $20 and I agreed. It’s now been three days and I am still waiting.
    Not very happy.

Feel free to contact me for re this issue.

    Cheers, Grant.

  9. Let me just point out that anything from Hong Kong or China is dodge. You might save a few bucks but in the end your left with poor customer support and a product that may or may not be what’s expected. I know because I bought a player (not one by this guy) but similar and yeah, 8gb my ass. Refund policy is useless.

Feedback matters to these guys, they only sell ONE product and if that product fails to satisfy the majority, it hurts them, BADLY.

When I leave negative feedback, I will give a reference to this site too…

  11. Hey Justin - that’s a great idea. Due to the volume of the scammers’ sales, the negative feedback gets pushed down pretty quickly. If everyone who gets ripped off could reference this url: http://www.nnim.org/?p=1 it would stay “fresh” and perhaps others will be spared from this ripoff.

  12. I know exactly what you mean. I was a first time buyer on ebay and saw this item. When I paid for it I didnt know it was in a different currency so I got charged double. I called paypal and explained that I wanted a refund for I didnt know that I was being charged double. I was issued a refund 2 days ago and havent received a penny yet. I would seriously talk to ebay and paypal and send this blog to them and they will see for themselves of what kind of people they have on ebay. You can email me at emmylou_gambrel01@hotmail.com if you have a response.

  13. Shame I didn’t see this blog before I bought one of his MP3/4 players.
My experience with Haili was quite good - fast shipping and good communications, but I wasn’t refunded for the postage when I’ve send a faulty player back to him. Although I received a replacament player very soon, because he had send it to me the same day I’ve sent the broken one back to him.
Well done to you for posting this blog!

  16. “Faulty Players” are not faulty, just hacked and as such, the file space just gets more and more corrupted.

These people just make money on the postage.

Do not trust anyone who sells Chipods.

  20. Bought the 8GB MP3/MP4 player. Just emailed the guy for some simple instructions and got the response of “yeah just install the battery and it will work.” I was having trouble getting the back off and did not want to break it. I just wanted the courtesy of an email with the instructions since no book came with the player on how to install/replace the battery or any instruction on operation for each feature. I guess that is to much to ask. Wish I had found this site earlier.

Please any ideas on how to get the real size. I was in a rush when I made the bid, and trust me if I would have read his ratings first, I NEVER WOULD HAVE ORDERED.

    Comment by Christina — October 12, 2007 @ 2:17 pm
  22. re: “I ordered an xGB MP4 player and when I received it, the size was only a 1MB.”

This seller is dodgy in the extreme… (mp4 player, yeah right…!) I bought a 4GB unit and it arrived with a small pre-formatted partition. (Probably 1MB, although I didn’t check). Anyway, after a quick-format using the FAT file system with standard sized allocation units - it showed 4GB. Still not convinced, I attempted to fill the flash memory with MP3’s. I used Total Commander so that I could verify the entire copy process and watch the depleting bytes as it happened.

Well it seems he wasn’t lying this time… I can verify I got the full 4GB’s worth of storage, uncompressed.

    BUT!!!!

After going into each directory to verify the contents, I could seem some filename corruption in one of the directories. Then I found files from separate sub-directories intermingled, (as if sharing the same location in storage).

I went into CMD prompt and ran a CHKDSK… here is the summary:

    4,290,445,312 bytes total disk space.
2,031,616 bytes in 31 hidden files.
    917,504 bytes in 14 folders.
    1,151,205,376 bytes in 180 files.
    21,823,488 bytes available on disk.

65,536 bytes in each allocation unit.
65,467 total allocation units on disk.
333 allocation units available on disk.

What does this tell you? Look closely at the 4th line!
Divide that by 1024 twice… the answer is 1097MB — a little over 1GB. I suspect that this should display less than 1024MB but due to the corruption in the FAT it is misleading. In any case, it is out by about 3GB!!

To make matters worse — this unit was advertised as being able to play AAC (as per a true clone of an ipod nano). Ain’t gonna happen as it only plays WMA & MP3. (Oh, and ASF too — but who the hell uses that for audio?).

So you have to decide.. $40 in postage for a 1GB MP3 player that doubles as a photo viewer and e-book reader and recorder… and crappy FM radio. Hmmm.

  23. This is a great idea and good on you for doing it. I found the best way around this way to report this as a fraudulent transaction to my creditcard company, I told them what had gone on and they said that I was rightfully entitled to a refund and will reimburse my creditcard the entire amount spent on this transaction. So the joke is really on him this time. I tried to report this to paypal, what a joke that was I sent 3 emails and didn’t get a response. I have also reported his items as fradulent and will be writing to eBay and making a reference to this blog in my letter. I have also left negative feedback which I will not be retracting under any circumstances.

    Comment by Kristina — October 16, 2007 @ 6:17 am
  24. LOL I just left negative feedback and contacted eBay telling this guy about it in the process. I made reference to this site and told him that I had reported him to my credit card company who would most certainly chase him up in China to recover their loses…MasterCard are worldwide you know. HaHaHaHa, now whose laughing! I also told him I would be contacting the relevant authorities in China about his activity. LOL I got an instant response and refund! This seems to be the way to go. I also got a request to remove the negative feedback I left him, in which I made reference to this blog and told other buyer to contact me for further info. This is my response:

Me: No sorry, I think I’m going to take one for the team on this one. I will not withdraw this feedback so that you can defraud others in the same way you have defrauded me. Other people will not follow things through like me and I will continue to assist others by telling them about my experience with you when asked. This is part of the eBay experience, your feedback is so that potential buyers can conduct reference checks on the integrity of sellers before they waste thier money. I’m jumping on the back wagon of http://nnim.org/?p=1 in this site you state that you defraud over 1200 people a day on eBay alone! I have now made an official complaint to eBay and made reference to this site and have already replied to numerous emails from potential buyers telling them about my experience with you. I’ve had so many I’ve had to make up a generic response of my own so I don’t have to keep typing it all out. Fancy that! I can’t believe you had the audacity to tell eBay I had not paid for this item, when it is quite obvious that I have. You have caused me considerable inconveinence and this transaction has been by far the worst I’ve ever experienced on eBay to date and I used to be a seller also!

So no I will not remove this negative, but accurate feedback and will continue to assist others who have been scamed by people like you.

    rx4kid

In issuing me a “Full Refund” he also reported me to eBay as a non-paying buyer, so if you are thinking of withdrawing your neg feedback after he has given you a refund don’t, because he will report to eBay that you haven’t paid for the item and once the feedback is withdrwn you can not change it!

    Comment by Kristina — October 16, 2007 @ 7:32 am
  25. Cool blog. I read all the negative feedbacks, knew the MP4 player would be 1 Gig (hacked 4 Gig), but i still ordered anyway. BECAUSE for $37 CAN, it’s still really cheap.

I know he also sells GPS too, I am debating if I would buy it from him. I know it will be a shit product.

  26. re: “…Please any ideas on how to get the real size…”, Christina.

    Hi,

I managed to do a low-level format using a tool that comes from here:

    http://www.mympxplayer.org/how-to-removing-memory-hack-vt2400.html

Make sure you grab v4.05 or earlier as the later ones don’t come with the “disk utility”, which is what you need.

Follow the guy’s instructions and you can’t go wrong. By the way, I had better luck doing this on Windows XP, as the disk tool didn’t like my 64-bit Vista.

The same link above was also posted at this site, that has a petition to ebay… don’t know how effective this is going to be, but it can’t hurt to add your name:

    http://www.petitiononline.com/eBay666/petition.html

    Good luck.

p.s. My player seems to run a lot better as a 1GB unit… funny that.
Heqi Sheng still needs to go down though!!

I brought an item like this of hailitele (http://cgi.ebay.com.au/ws/eBayISAPI.dll?ViewItem&item=120158092176) I have just left negative feedback and he responded with his standard “unreasonable buyer” neg feedback. He also said that I hadn’t paid for the item, even when I have proof in the form of Paypal.

  28. I wish I had seen this before I purchased. This clown sent me a 1gb player advertised as 4- and it was supposed to be a gift for my wife.

Now the wife’s pissed because his feedback was “Check the drives” or something to that effect, and she has no idea HOW to do something like that. (Frankly, neither do I)

If he wants us to be so gullible, then why the hell does he think we’re all able to figure out how to check out hacked devices for his so called ’second drive’.

I will be returning and demanding money back.

We should all create a listing with the same products as him. Start the bidding cheaper than his so people will be attracted to it.

Then put a link to this blog.

I think it would work and it might cost 10 cents to make a listing, but if a bunch of people did it, then it could cost this guy thousands of dollars.

I am still waiting on delivery and some user feedback has suggested it could be upto 5 weeks wait period.

Also, in response to Jaeden’s comment above, I dont think Ebay will take it lightly were a normal 1 item seller portrays a power seller in bad light. We need to take him down in the proper channel - Ebay (Paypal is but just another arm of Ebay).

I also bought a ‘4GB’ player of this guy and low and behold it was a ‘1GB’ player, i am currently declining mutally removing my neutral feedback, he opened up a dispute through some square trade place, but i also declined to respond to him though the third party. i’ve opened up a dispute through paypal, coz i didnt trust the one that he had chosen. I am sick of this F****N Moron, i am recieving email everyday from him requesting feedback removal i want him to shut up. will not remove my feedback though. STUPID BASTARD!!!!!!!

  33. I actually just got through a whole thing with him regarding a GPS system. At first he refused to give me a tracking number, then told me the tracking number had yet to appear in the system. I canceled my order after two weeks and then had to fight for another week just to get my refund. I left neg-feed back and he did the same to me, then offered to send me a refund if I withdrew it. Heh, I kinda told him I would withdraw after, and only after, the funds were back in my bank account.

I emailed Ebay directly and CCed the e-mail to the FBI Internet Fraud division just so they knew I meant business. I also forwarded every last e-mail between me and this [censored] as an attachment to both ebay and FBIFD. So at least now someone important knows what’s going on. I pointed at several websites in my email full of people who have been scammed.

I got my refund, and now i’m getting hit daily with emails to remove my negative feedback.

    Nope, not gonna happen.

  34. Way to go Bryan - I wish everyone would take a stand to save others from the hassle. eBay MUST change their system which allows bad sellers to leave retaliatory feedback. A good start would be to issue 2 different ratings - A buyer rating & a seller rating. As a seller my rating is 100% positive, but 2 retaliatory feedbacks from BAD sellers reduces my overall rating to 96.9%. That’s not right. I would encourage everyone to follow Bryans lead & take one for the team.

Bought first in September and it arrived in three weeks and is a great little unit.
Ever since, the effort to buy more has met with frustration.
First apologies for delays and $10 gift refund. Then I file non delivery dispute with Paypal and get full refund on three units not shipped. Seller claimed I reached an agreement with him and sent items back. Paypal locks me out from disclosing the lie. eBay dispute after refund has him file against me as a non payer. I never asked for refunds only an honest estimate of shipping date.
No doubt that Paypal and eBay are part of the problem with their refusal to communicate, just like this seller.
Seller also sends out DVDs to customers at his cost which contain the wrong software, so it seems he is clueless about what he has. Does not seem to gel with his smart ass comments reported above.

I am buying more and not paying until I receive the back orders.

Why not leave positive feed back with negative comments?
    eg.
“seller punishes negative and neutral feedback and does not ship or communicate”

  36. Just spent two hours on the phone with Paypal in the USA.
We discussed all of the speculation about the motives for the strange behaviour of Hailitele and went through his feedback and partial refunding of token amounts.
They are going to have a good look at his account.
He gets paid immediately by Paypal and can withdraw that money immediately when you pay. There are no delays.
Paypal protects you up to stated amount on listing stamp, provided you make a claim within 45 days of the ORIGINAL transaction date.
Paypal will require that seller provide evidence of his ability to ship the GPS units. Paypal will not permit seller to ship to only the high bidders if low bidders do not accept refunds.
Paypal says they have no objection to not paying on new purchases until old ones are received.

Up to you folks if you can be bothered to get a super little GPS for eighty bucks or less and maybe wait a while for it.
Just be sure to file that claim within 45 days UNLESS you have a good little GPS in your hand. If it is still in the mail, you could end up with a refund AND a delivered GPS. Would not be the first time the crazy system ends up in your favour. Then you will be in a position to discuss with Hailitele, the returning his money. I am sure some would enjoy that.

  37. So, it appears that our little scammer friend is desperate to get his neg feedback removed. The most recent email i’ve received from him is asking that I partake in a cash negotiation in order to remove the negative feedback I left him.

Hmm, interesting to say the least.

  39. I bought a GPS unit and have not received it. I am in the process of disputing item with Paypal. The problem as I see it, is that EBAY knows about this guy, but was still allowing him to trade. EBAY is accountable for everyone who has been defrauded since they were advised of his activities. But, they don’t care cause they make money off it. Now, as I see it, Paypal are going to be the big loosers here cause they will have to refund peoples money. Also, there is a growing number of people who are angry at this guy. He is in trouble and will most likely be hurt by someone. EBAY is partly responsible for any harm that is done to this guy cause they let him keep ripping people off. Karma will get him my friends, so don’t worry about that. The details I have of this guy are as follows..

    Either..

    Name: Edit
    Address: ?? Edit
    Telephone: Edit

    ..or..

    Edit
    Edit
    Shanghai, 200065, CHINA

..maybe we should all get some money together so we can hire a bounty hunter!

Note: Names edited out as I have no way to verify the accuracy

  40. It appears EBAY has now suspended the user - he is now “Not a registered user”. Bit too smeggin late EBAY.

  41. Ebay has him as no longer registered does any one know what his other ebay names are?

  42. Looks like hailitele really has made a run for it. Go figure, what a loser. If Ebay did suspend/cancel the account, it might have something to do with the fact that an internet radio station (TheConnection106) has just concluded a month long Ebay bashing campaign focused on how they allow scammers to use their site to target people who don’t catch onto scams until it’s too late. Was actually quite interesting to listen to.

You can find that radio station’s myspace here: www.myspace.com/theconnection106

  43. Hi All,

Some good news(for me at least). The Paypal dispute I raised in regards to the GPS has been decided in my favour. Paypal has refunded all money(including postage) to my credit card.

Hope all goes well for everyone out there.

Merry Christmas and a grand new year to all.

    Cheers, Steve.

  45. Hi all

Was at a friends place last night and he was telling me about his 8gig Nano Ipod he brought over the internet last week for only $37 Australian.
He didnt say what the sellers name was, and is intending to get more to then sell for a profit.
Often what sounds to good to be true normally is, so I thought I’d investigate on the web to find out more.
What I do know is that this product was shipped from China and cost $37 Australian (a common number from the postings above).
I will forward this email to him for his viewing and if someone can tell me how we can check if it is really a 8gig or not then we can check and post our findings.
If it turns out that it is not an 8gig Nano then we might of found a new trading name for Haili Telecom
    Kepp you all posted
